Overview of role

To direct and coordinate the operations of the Corporate Services division (Finance and IT), through planning, organising, managing and controlling the implementation of cost effective and efficient financial (financial accounting, management accounting), procurement and information technology services as shared support services to facilitate the achievement of the Authority’s objectives. The incumbent will additionally lead the management of all Information Communication Technology (ICT) related projects and ensure they are designed to
effectively support the operations and objectives of LEA.

Job description

  • Contribute to the formulation and development of the LEA corporate strategy utilising pertinent economic, policy and market research data and/or information.
  • Participate in policy reviews based on emergent trends from the regulated environment in conjunction with relevant stakeholders.
  • Coordinate the development of policies and procedures that guide the Authority and ensure effective implementation of such policies and procedures.
  • Lead the development and implementation of financial management and procurement systems.
  • Ensure the successful development and implementation of financial management, accounting systems and procedures to guarantee accurate recording of all financial transactions.
  • Ensure the timely maintenance and preparation of LEA’s accounts and financial statements in accordance with statutory regulatory requirements, international standards and corporate best practice.
  • Lead the reporting and analysis of business operations, trends, costs, revenue, financial commitments, forecasting and expenses.
  • Monitor LEA’s expenditure against its budget and prepare reports on the analysis obtained from the monitoring to provide analytical information and recommendations relating to financial status of LEA, in order to manage and contain total company costs with budget.
  • Oversee the establishment of internal control systems and mechanisms and ensure adherence to them, in order to provide an effective control environment.
  • Plan, direct, and coordinate risk management processes and insurance programs to mitigate risk and minimise losses by managing an effective control environment.
  • Direct the procurement strategy and monitor adherence to policies and procedures.
  • Ensure the effective management of fixed assets.
  • Coordinate the development and implementation of a tendering process to ensure adherence and compliance with tender procedures.
  • Ensure the development, implementation and review of the LEA ICT strategy
  • Manage all ICT related systems and ensure application of ICT technologies that effectively support the service delivery standards of the Authority.
  • Ensure development of the Authority’s overall ICT strategy, provision of policy advice and direction for the design, development and operation of LEAs ICT systems and processes which will optimise the utilisation of information technology at an operational level and facilitate the efficient delivery of LEA services.
  • Oversee the review of LEA’s IT requirements on the basis of professional and technical advice and ensure that the Authority’s information technology systems and processes provide necessary safe, secure and timely management required.
  • Ensure that appropriate information technology systems are in place and are rigorously implemented, to both facilitate the delivery of LEA’s mandate and to protect its assets and resources.
  • Develop and maintain strong relationships between the Authority and its external stakeholders to build and maintain awareness of Authority guidelines.
  • Develop measures to evaluate the performance of the financial and ICT undertakings and ensure periodic reporting.
  • Ensure that accounting processes are carried out in accordance with procedures to meet specific deadlines e.g. payroll, payment of creditors, monthly returns, cash flow management.

Requirements, Education and Experience

  • Chartered Accountant
  • At least ten years experience. Seven years’ experience at a senior managerial level responsible for finance, IT or shared services environment.
